First, and most importantly, before you automatically start writing an email, ask yourself, “What is the fastest and most efficient way to communicate about X?” Then use that method unless the other person has explicitly stated a preference.

If you’re competent, it’s easy for a manager to overlook your career aspirations simply because you’re not a problem they have to deal with.

You have no “obligation” to share anything with anyone. However, it’s likely that you’ll need flexibility in your work schedule so it would probably benefit you to speak with your manager.
